In response to your request for a Fiscal Note on House Bill No.
1355 (Relating to the making of, and the issuance of bonds for,
international cooperation agreements by state agencies and
political subdivisions.) this office has determined the
following:

This bill would allow a state agency or political subdivision  to
enter into an agreement with the United Mexican States or a
political subdivision thereof, an agency of the United States, or
an agency created under a treaty between the United States and
the United Mexican States.  The agreement would be required for
the accomplishment of a function that the agency or subdivision
is authorized to perform under other law.  The bill would
authorize a state agency or political subdivision to acquire or
dispose of interests in real property in Texas or the United
Mexican States, use funds not otherwise dedicated, use any
equipment, facilities or other property, and agree to any other
terms not prohibited under law, in order to accomplish the
agreement. 

The bill would allow a state agency or subdivision to issue bonds
or other indebtedness  to provide financing to the extent that
they are authorized to incur debt on its own behalf.  An
agreement made by a state agency under this bill would require
approval by the Governor and the Legislative Budget Board.     




The fiscal implication to the State or units of local government 
cannot be determined.
