In response to your request for a Fiscal Note on House Bill No.
1367 (relating to discrimination in the availability of insurance
coverage) this office has determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would amend the Insurance Code to add prohibitions of
discrimination based on familial status and to cover insurer
actions in pricing, canceling, non-renewing or refusing to offer
coverage.  The bill also specifies sound actuarial principles and
would designate a violation as an unfair and deceptive practice
under other provisions of the Insurance Code.


No significant fiscal implication to the State or units of local
government is anticipated.
