LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 28, 1995 TO: Honorable Keith Oakley, Chair IN RE: House Bill No. 1379 Committee on Public Safety By: Allen House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1379 (relating to sex offender registration and public notification of the release of a sex offender into the community) this office has determined the following: The bill would expand the list of sex offenders who would be subject to certain notification requirements. The bill would also expand the list of reportable convictions and adjudications. It would require local registration and public notification by local law enforcement regarding offenders who are released. The bill would require the issuance of a warrant for the return of a person on parole or mandatory supervision for failure to register. The bill would amend Article 42.12, Code of Criminal Procedure to require certain defendants under community supervision to reimburse the general revenue fund. Under current law this revenue is deposited in the Compensation to Victims of Crime account. This change would result in the loss of revenue to the Compensation to victims of Crime account in the general revenue fund. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Revenue Year Loss to the Compensation to Victims of Crime Account in the General Revenue Fund No. 001 1996 $232,000 1997 232,000 1998 232,000 1999 232,000 2000 232,000 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect.
