TO: Honorable Irma Rangel, Chair IN RE: House Bill No. 1510
Committee on Higher Education By: Duncan
         House of Representatives
         Austin, Texas

FROM: John Keel, Director

In response to your request for a Fiscal Note on House Bill No.
1510 (Relating to the fee for the university center at Texas Tech
University) this office has determined the following:

The bill would authorize the Board of Regents of Texas Tech
University to increase the student fee from $20 to $50 per
student per semester and from $10 to $25 per student for each
summer session. The bill would require that an annual increase
of more than 10 percent must be approved by a majority vote of
the students or by a majority vote of the student government.

The bill would increase the revenue collected locally by the
institution by an estimated $2.8 million per year. However,
these funds are institutional funds and not part of the
educational and general operations of the university.

No fiscal implication to the State or units of local government
is anticipated.
