In response to your request for a Fiscal Note on House Bill No.
1604 (relating to the regulation of emergency medical services
providers and of training program for those providers) this
office has determined the following:
The bill would make no appropriation, but would modify fees set
in statute or create new fees relating to out-of-state and out-
of-country Emergency Medical Service (EMS) personnel
certification, program instructors, examiners and course
coordinators, training programs for providers, EMS patient
transport vehicles, provisional licenses, and reinspections to
determine compliance.
The Department of Health states that there would be no costs
associated with the implementation of this bill and that the
revenue gains through fee increases could be used to help offset
costs in the EMS programs, which currently cover only 28% of
costs through fees.
The Department of Health estimates costs to local units of
government associated with this bill at a total increase of
$40,225 per fiscal year, due to an increase in the fee to license
EMS vehicles from $100 to $150.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:
