LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 17, 1995 TO: Honorable Hugo Berlanga, Chair IN RE: House Bill No. 1604 Committee on Public Health By: Glaze House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1604 (Relating to the regulation of emergency medical services providers and of training programs for those providers.) this office has determined the following: The bill would make no appropriation, but would modify fees set in statute or create new fees relating to out-of-state and out- of-country Emergency Medical Service (EMS) personnel certification, program instructors, examiners and course coordinators, training programs for providers, EMS patient transport vehicles, provisional licenses, and reinspections to determine compliance. The Department of Health states that there would be no costs associated with the implementation of this bill and that the revenue gains through fee increases could be used to help offset costs in the EMS programs, which currently cover only 28% of costs through fees. The Department of Health estimates costs to local units of government associated with this bill at a total increase of $40,225 per fiscal year, due to an increase in the fee to license EMS vehicles from $100 to $150.
