In response to your request for a Fiscal Note on House Bill No.
1697 (Relating to providing information to students applying for
guaranteed student loans relating to the graduation, placement,
and student loan default rates for postsecondary educational
institutions) this office has determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would require the Higher Education Coordinating Board to
collect and maintain a data base on all postsecondary
institutions in Texas which participate in any federal student
loan program.  Although the Coordinating Board currently collects
from public institutions of higher education some of the data
that would be required,  it does not collect all required
elements, nor does it currently collect data from private
institutions.

Estimated costs are based on additional administrative expense to
the Coordinating Board in designing, collecting, and distributing
the required data.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:
