LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 26, 1995 TO: Honorable Tom Craddick, Chair IN RE: House Bill No. 1882 Committee on Ways & Means By: Solomons House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1882 (Relating to installment payments of ad valorem taxes imposed on the residence homestead of a disabled person.) this office has determined the following: The bill would allow disabled persons claiming a homestead exemption under Section 11.13 (d), Tax Code, to pay their current property taxes in four installments. Current law provides that persons who are older than 65 years of age on January 1 of the tax year and have applied for the over-65 homestead exemption may pay their current property taxes on their homestead in four installments. This bill proposes to expand the installment payment option to disabled persons, however, the bill's language would limit the use of the installment payment program to only those taxing units that offer the local option exemption for individuals who are disabled or is 65 or older under Section 11.13 (d), Tax Code. Fewer taxing units would be required to administer installment payment programs. No fiscal implication to the State is anticipated. The fiscal implication to units of local government cannot be determined. Source: Comptroller of Public Accounts LBB Staff: JK, BR, DF
