TO: Honorable Curtis Seidlits, Chair IN RE: House Bill No. 1938
Committee on State Affairs By: Horn
         House of Representatives
         Austin, Texas

FROM: John Keel, Director

In response to your request for a Fiscal Note on House Bill No.
1938 (Relating to permitting local law enforcement authorities to
receive reduced airline fares while engaged in certain official
duties.) this office has determined the following:

The bill would allow local law enforcement officers and employees
to utilize the state's contract for air fares, and would require
the General Services Commission to adopt rules and amend
contracts to administer the provisions of the bill.

In addition to the costs identified below, the General Services
Commission estimates that although counties may save as much as
$750,000 annually, the associated costs could be passed on to the
state by the airlines.

The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Fiscal Probable Cost Out Change in
Year of General Number of State
                     Revenue Fund 001 Employees from
                                            FY 1995

          1996 $96,475 2.0

        1997 43,237 1.0

        1998 43,237 1.0
        1999 43,237 1.0

        2000 43,237 1.0

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
