In response to your request for a Fiscal Note on House Bill No.
1953 (relating to initial training and continuing education for
police chiefs) this office has determined the following:
The bill would require the Bill Blackwood Law Enforcement
Management Institute of Texas at Sam Houston State University to
establish and offer a program of initial training and a program
of continuing education for police chiefs. The bill would
establish certain minimal training requirements for continuing
education and initial training.
It is assumed that 50 new police chiefs will require initial
training each year and 300 police chiefs will require continuing
education each year under the provisions of this bill.
The Education Code, Section 96.64 (k) requires that participation
costs of the institute training participants who are Texas
residents be paid from the Bill Blackwood Law Enforcement
Institute Receipts. The estimated costs below are out of the
Bill Blackwood Law Enforcement Management Institute Receipts,
which is a General Revenue Dedicated account. However, the
income into this account is insufficient to cover the amounts
recommended in House Bill 1/Senate Bill 2, the General
Appropriations Act, and the amounts estimated for this bill.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
