In response to your request for a Fiscal Note on House Bill No.
1955 (Relating to the collection of the 9-1-1 emergency service
fee from users of local exchange access lines and cellular and
wireless telecommunications devices.) this office has determined
the following:

The bill would expand provisions of emergency communications
legislation to include cellular and wireless commercial
communications devices in the types of communications subject to
9-1-1 service fees.

Implementation of the bill's provisions would increase revenue
received by regional councils of government and communications
districts.  Annual revenue impacts would be dependent upon the
number of commercial wireless communications devices operating in
Texas, the number of which cannot be determined.

Local government units are not exempt from the payment 9-1-1
service fees and those that use commercial wireless networks
would have an increase in cost.


No fiscal implication to the State is anticipated.

The fiscal implication to  units of local government cannot be
determined.
