LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 20, 1995 TO: Honorable Curtis Seidlits, Chair IN RE: House Bill No. 1955 Committee on State Affairs By: Carter House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1955 (Relating to the collection of the 9-1-1 emergency service fee from users of local exchange access lines and cellular and wireless telecommunications devices.) this office has determined the following: The bill would expand provisions of emergency communications legislation to include cellular and wireless commercial communications devices in the types of communications subject to 9-1-1 service fees. Implementation of the bill's provisions would increase revenue received by regional councils of government and communications districts. Annual revenue impacts would be dependent upon the number of commercial wireless communications devices operating in Texas, the number of which cannot be determined. Local government units are not exempt from the payment 9-1-1 service fees and those that use commercial wireless networks would have an increase in cost.
