LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 26, 1995 TO: Honorable David Counts, Chair IN RE: House Bill No. 1989 Committee on Natural Resources By: Rodriguez House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 1989 (Relating to the appropriation and regulation of State water for beneficial use, including underground storage or recharge of State water in aquifers, other than that portion of Edwards Aquifer in Kinney, Uvalde, Medina, Bexar, Comal and Hays Counties.) this office has determined the following: The bill would authorize the appropriation of state water for groundwater recharge and storage in underground aquifers for subsequent withdrawal and use. The bill would also consolidate the permit process for an injection well required for the recharge with the water right permit for use of state water. The implementation of the bill would require the amendment of Texas Natural Resource Conservation (TNRCC) regulations related to water rights permit applications and the development of procedures for the consolidated permit processing authorized by the bill. The actual increase in workload and costs are not expected to be significant. No significant fiscal implication to the State is anticipated.
