In response to your request for a Fiscal Note on House Bill No.
2068 (Relating to tuition paid by air force personnel for certain
courses at Midwestern State University) this office has
determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would allow U.S. Air Force personnel stationed outside
the state who are enrolled in the bachelor or master of science
degree program in radiological sciences at Midwestern State
University by instructional telecommunications to pay resident
tuition. 

Midwestern State University anticipates that the radiological
sciences programs would attract 20 new students per year,
increasing by 20 per year until a total of 100 new students are
enrolled.  Students are expected to enroll for 12 semester credit
hours. Although the state would receive increased tuition
revenues for the additional students, the state would also
experience an increased demand for general revenue formula
funding.  The estimates below indicate the estimated net (formula
funding less increased tuition revenue) cost to the state.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:
