LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 28, 1995 TO: Honorable Edmund Kuempel, Chair IN RE: House Bill No. 2131 Committee on State Recreational By: Grusendorf Resources House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2131 (Relating to public hunt drawings.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would amend the Penal Code by adding Section 47(c)(5) to provide for a public hunt drawing to be consistent with the Parks and Wildlife Code which already provides that a fee may be charged for the drawing. The bill would also amend the Parks and Wildlife Code by adding Section 11.0271(b) which would provide the Parks and Wildlife Commission with the authority to approve fees for drawings for special hunting programs, packages or events. The fees could exceed the costs of operating the drawing only if they were used in the management of a specific wildlife program. The potential gain to Account 009 would depend on the amount of the fee set by the Commission and the number of participants. Because neither the amount of the fee nor the number of participants is known at this time, the amount of revenue gain cannot be determined.
