LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 11, 1995 TO: Honorable Warren Chisum, Chair IN RE: House Bill No. 2142 Committee on Environmental Regulation By: Horn House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2142 (Relating to the possession, use, manufacture, installation, transportation or sale of chlorofluorocarbons.) this office has determined the following: The regulation of chlorofluorocarbons is currently under the purview of the U. S. Environmental Protection Agency. The bill would conflict with both U. S. and international laws currently governing the manufacture and use of chlorofluorocarbons. There would be no fiscal implications because the State does not have any regulatory responsibilities related to the manufacture and use of chlorofluorocarbons. Some units of local government do regulate chlorofluorocarbons. The bill would prevent them from doing so. However, the subsequent fiscal implications cannot be determined.
