In response to your request for a Fiscal Note on House Bill No.
2241 (relating to certain election processes and procedures) this
office has determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill. 

The bill would add Section 172.1142 to the Election Code, which
would require that in a primary election, in addition to the
regular contents, Envelope number 1 must contain a copy of the
poll list and signature roster, and Envelope number 3 must
contain a copy of the signature roster.  The bill would cause the
following state prescribed forms to be changed:  Signature
Roster; Poll List; and Combination Form.  Each form would add one
additional part, and the increased sheets of paper to the
required forms would increase primary costs.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:

       Similar annual fiscal implications would continue as long as the
