LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session May 2, 1995 TO: Honorable Irma Rangel, Chair IN RE: House Bill No. 2247 Committee on Higher Education By: Black House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2247 (Relating to the transfer of governance of Central Texas University to another public institution of higher education or a university system) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would authorize the transfer of governance of Central Texas University to another institution of higher education or university system contingent upon the approval of the Higher Education Coordinating Board. The bill would specify that contracts, written obligations including bonds, employee insurance and benefits, semester credit hours earned or employment status would not be affected by the transfer. Central Texas University is authorized under V.T.C.A., Education Code, Chapter 113 but has not yet been established as a state supported public institution of higher education. The provisions to transfer the governance of the institution would have no fiscal implications to the State or units of local government. However, separate legislation would be required to establish Central Texas University and would be addressed in a separate fiscal note.
