LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 4, 1995 TO: Honorable Keith Oakley, Chair IN RE: House Bill No. 2261 Committee on Public Safety By: Conley House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2261 (relating to the authority of political subdivisions to contract with the Department of Public Safety to assist in the enforcement of outstanding warrants of arrest for the failure to appear for certain traffic offenses, and authorizing the department to contract with a private vendor to facilitate such contracts) this office has determined the following: The bill would authorize the Department of Public Safety to contract with city and county political subdivisions for denial of renewal of a persons driver's license for failure to appear for certain traffic offenses. The bill would also establish an assessment of a fee of $30 for each violation for which the defendant failed to appear. Ten dollars would be retained to the county and $20 would be sent to the state. The bill would dedicate $10 of each fee to the Department of Public Safety and the other $10 would be deposited to the credit of the general revenue fund. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Probable Revenue Probable Revenue Year Out of Gain to Gain to the General Revenue General Revenue Fund 001 General Revenue Fund 001 Fund 001 Dedicated to the Non-Dedicated Department of Public Safety 1996 $1,983,968 $1,940,000 $1,940,000 1997 1,913,069 2,190,000 2,190,000 1998 1,913,069 2,190,000 2,190,000 1999 1,913,069 2,190,000 2,190,000 2000 1,913,069 2,190,000 2,190,000 Fiscal Probable Change in Year Revenue Number of State Gain to Employees from Counties FY 1995 1996 $1,940,000 51.0 1997 2,190,000 51.0 1998 2,190,000 51.0 1999 2,190,000 51.0 2000 2,190,000 51.0 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect.
