LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
74th Regular Session
April 3, 1995
TO: Honorable Irma Rangel, Chair IN RE: House Bill No. 2342
Committee on Higher Education By: Reyna
House of Representatives
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on House Bill No.
2342 (Relating to an exemption from tuition and fees at a public
institution of higher education for peace officers disabled in
the line of duty) this office has determined the following:
The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.
The bill would provide an exemption from tuition and fees at a
public institution of higher education to peace officers disabled
in the line of duty.
The estimates below assume that 30 students, including five
currently enrolled, would participate the first year of the
exemption, increasing by 10 students per year. Estimates of cost
to the General Revenue Fund assume additional formula funding for
the new students and a continuation of the current policy of
offsetting decreases in tuition revenue with increases in general
revenue. Estimates for local funds reflect loss of tuition and
fee income for the institutions of higher education.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:
Fiscal Probable Cost Out Probable Loss to
Year of General
Revenue Fund 001 Local Funds of
Institutions
1996 $62,640 $3,600
1997 92,400 3,840
1998 121,920 3,840
1999 151,440 3,840
2000 180,960 3,840
Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
