LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 24, 1995 TO: Honorable Hugo Berlanga, Chair IN RE: House Bill No. 2436 Committee on Public Health By: Jackson House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2436 (Relating to the regulation of persons engaged in removing asbestos from public and commercial buildings or disturbing, encapsulating, enclosing, performing asbestos surveys, developing management plans or response actions, designing projects, collecting or analyzing asbestos samples, monitoring for airborne asbestos, transporting asbestos, or training persons who work with asbestos.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would modify the Texas Asbestos Health Protection Act to conform with the federal Asbestos School Hazard Reauthorization Act. The bill would modify the definition of public buildings that require that asbestos monitoring, abatement, and other related activities be performed only by licensed persons.
