LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 25, 1995 TO: Honorable David Counts, Chair IN RE: Committee Substitute Committee on Natural Resources for House House of Representatives Bill No. 2476 Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2476 (relating to the regulation of water well drillers and water well pump installers) this office has determined the following: The bill would amend Chapters 32 and 33 of the Water Code relating to water well drillers and pump installers. The bill would add and clarify definitions, remove requirements that rules be approved by the Department of Licensing and Regulation, authorize per diem expenses for Water Well Drillers Advisory Council members and limit Texas Natural Resource Conservation Commission administrative expenses from the Water Well Drillers Fund to 20 percent of the fund. The limitation on administrative expenses from the Water Well Drillers Fund will result in a transfer of expenses to the General Revenue Fund. The bill would also require mandatory participation of licensed drillers and installers in continuing education programs and deletes a requirement that the Water Well Drillers Fund is subject to audit by the state auditor.
