LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 9, 1995 TO: Honorable Harvey Hilderbran, Chair IN RE: House Bill No. 2506 Committee on Human Services By: Swinford House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2506 (Relating to certain minimum standards for child-care facilities.; Relating to certain minimum standards for child-care facilities.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. This bill would prohibit the Department of Protective and Regulatory Services from adopting minimum standards relating to staff-child ratios, group sizes, and square footage in licensed child care facilities that are more stringent than the minimum standards that existed on September 1, 1985. The bill would also repeal any minimum standard relating to staff-child ratio, group size, or square footage that conflicts with the 1985 standards. The Texas Board of Protective and Regulatory Services recently adopted rules raising the 1985 standards for licensed child care facilities. The bill would halt implementation of several new standards, which could make child care purchased or provided by the state and local governments less expensive than would have been the case under the new rules. However, the extent of the savings cannot be determined at this time. The fiscal implication to the State or units of local government cannot be determined.
