In response to your request for a Fiscal Note on House Bill No.
2543 (relating to interactive access to driver license records of
the Department of Public Safety, creating access to National
Driver Register (NDR) records through the Department of Public
Safety, and authorizing fees for access to such information) this
office has determined the following:

The bill would authorize the Department of Public Safety to
establish a system which would provide interactive access to
certain driver record information by non-law enforcement
entities.  The bill would establish a $2.50 fee for a status
check and a $4.50 fee for a three-year record.  Fifty cents of
each fee collected under this subsection would be deposited into
a fund and would be appropriated for use by the department to
administer this article.  Department of Public Safety estimates
indicate that the annual cost to implement the provisions of the
bill would be $35,526.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:

The fiscal implication to units of local government cannot be
