In response to your request for a Fiscal Note on House Bill No.
2543 (relating to interactive access to driver license records of
the Department of Public Safety, creating access to driver
license records of the National Driver Register (NDR) through the
Department of Public Safety, and establishing fees for access to
such information) this office has determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would authorize the Department of Public Safety to
establish a system which will provide interactive access to
certain driver record information by non-law enforcement
entities.  The bill establishes fees for the access.  The bill
would dedicate a portion of the fee to the Department of Public
Safety.

No significant increase in cost to the Department of Public
Safety is anticipated.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:
