In response to your request for a Fiscal Note on House Bill No.
2713 (Relating to the regulation of bingo; and declaring an
emergency.) this office has determined the following:
The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.
The bill would allow usage of electronic devices to conduct bingo
games if a computerized or electronic device is interfaced with
and monitored by an independent data processing means which
registers and verifies winnings on the bingo cards played with
its assistance and the device does not:
a) produce or determine random letters, numbers or other symbols
to be called and matched on bingo cards played with its
assistance;
b) accept direct monetary coins, bills, or tokens as payment for
bingo cards being played with its assistance; or
c) pay out directly any monetary coins, bills, or tokens, or
anything else of value, as a prize for the bingo cards being
played with its assistance.
The act would take effect September ,1 1995.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
No fiscal implication to units of local government is
