LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 11, 1995 TO: Honorable Keith Oakley, Chair IN RE: House Bill No. 2899 Committee on Public Safety By: Stiles House of Representatives Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on House Bill No. 2899 (relating to the Commission on Law Enforcement Officer Standards and Education) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would amend Chapter 415 of the Government Code by changing the membership requirements for the Commission on Law Enforcement Officers Standards and Education. The bill would also place a four year time limit on specific topics required for basic training and in-service training. The bill would rededicate the revenue deposited to the credit of the law enforcement officer standards and education account currently subject to funds consolidation. A new account in the general revenue fund would be created and titled the Law Enforcement Officer Standards and Education Administrative Expense and Continuing Education Fund. The bill would also remove the current required ending fund balance transfer to the general revenue fund. The bill would create a training and education advisory board. It would establish the board's responsibilities which includes rule making authority. The bill would require local law enforcement agencies to report the reasons a commissioned officer resigns or is discharged to the commission . The commission would retain and share this information upon written request by law enforcement agencies.
