LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session February 20, 1995 TO: Honorable Steve Holzheauser, Chair IN RE: House Joint Committee on Energy Resources Resolution House of Representatives No. 30 Austin, Texas By: Cook FROM: John Keel, Director In response to your request for a Fiscal Note on House Joint Resolution No. 30 (Proposing a constitutional amendment authorizing the commissioner of the General Land Office to issue mineral patents for certain university fund land held in good faith under color of title for at least 50 years.) this office has determined the following: The bill would propose a constitutional amendment that would authorize the General Land Office to issue mineral patents for certain university fund land held in good faith under color of title for at least 50 years upon application to the Board of Regents of The University of Texas. The application for a patent under the provisions of this bill must be filed with the Board of Regents of The University of Texas before January 1, 1998. It is estimated that if the constitutional amendment passes the bill would have a one-time cost to the Permanent University Fund of $300,000 to $400,000 based on undeveloped minerals. However, if the production were to be established, the potential cost to the Permanent University Fund could exceed that estimate and cannot be determined.
