LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session February 28, 1995 TO: Honorable Seantor Judith Zaffirini, IN RE: Senate Bill No. 40 Chair By: Bivins Committee on Health & Human Services Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 40 (Relating to the treatment of repeat sex offenders.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would allow certain repeat sex offenders confined by the Texas Department of Criminal Justice to volunteer to have an orchiectomy performed. The bill authorizes physicians employed by the Texas Department of Criminal Justice to perform an orchiectomy under certain conditions. The bill requires the Texas Department of Criminal Justice to perform a long term study of recidivism among sex offenders who undergo the procedure.
