LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 14, 1995 TO: Honorable Bill Sims, Chair IN RE: Senate Bill No. 97 Committee on Natural Resources By: Moncrief Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 97 (Relating to controlled hunting of, certain uses of, and possession of certain dangerous wild animals; providing a criminal penalty.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would prohibit the controlled hunting of wild animals, except it would exclude endangered species which are already regulated under other statutes. The bill would also repeal the current permitting program for the possession of wild animals. The fee for a permit to possess a wild animal is currently set at $100 for each wild animal. The average annual revenue from this fee for the last four years has been $4,475. The issuance cost is approximately $102 per permit. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Revenue Probable Savings Year Loss to Game, Fish to Game, Fish, and and Water Safety Water Safety Account 009 Account 009 1996 ($4,500) $4,575 1997 (4,500) 4,575 1998 (4,500) 4,575 1999 (4,500) 4,575 2000 (4,500) 4,575 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect. No fiscal implication to units of local government is anticipated. Source: Comptroller of Public Accounts, Parks and Wildlife Department LBB Staff: JK, PVT, DF
