In response to your request for a Fiscal Note on Senate Bill No.
133 (Relating to fees charged by health care providers or health
care facilities for certain medical or mental health records.)
this office has determined the following:
This bill would prevent a health care provider or health care
facility from charging a fee for a medical or mental health
record for a patient, former patient, or the person's authorized
representative. It would apply to records requested in support of
claims, applications, or appeals related to financial assistance,
medical assistance under Medicaid, Title XVIII insurance
benefits, disability insurance, SSI or other benefits under the
Social Security Act, or worker's compensation benefits.
No fiscal implication to units of local government is
anticipated.
No significant fiscal implication to the State is anticipated.
