LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 18, 1995 TO: Honorable Bill Ratliff, Chair IN RE: Senate Bill No. 170 Committee on Education By: Ellis Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 170 (Relating to access to state funds for adult education) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would allow public or nonprofit agencies, community- based organizations, correctional educational agencies, and institutions that serve educationally disadvantaged adults to apply directly to the Central Education Agency (CEA) for state adult education funds. The 56 public schools, educational service centers, and public postsecondary institutions that currently serve as fiscal agents for adult education would have to take part in a competitive process for state adult education funding. Other organizations could apply to CEA for direct funding of projects. The cost or savings would be dependent on implementation rules created by the State Board of Education and the number of organizations that would participate in the competitive bidding process.
