LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session January 25, 1995 TO: Honorable Bill Ratliff, Chair IN RE: Senate Bill No. 179 Committee on Education By: Ratliff Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 179 (Relating to tuition fees at public upper-level institutions of higher education for students residing in bordering states.) this office has determined the following: The bill would allow a nonresident from Arkansas, Louisiana, New Mexico or Oklahoma who registers at a public upper-level institution in Texas in a county adjacent to the other state to pay the same tuition rate that a Texas resident would be required to pay in the nonresident's home state. The bill would impact only students enrolling at East Texas State University in Texarkana. The bill would also eliminate the requirement for prior study in Texas to be eligible to pay the adjusted tuition rate. It is assumed that the net change in enrollment of these nonresident students at the affected upper-level institution and public community college would result in no significant fiscal impact to the State. There would be a change in the amount of tuition and fees received by the affected upper-level institution and public community college, but the amounts cannot be determined.
