In response to your request for a Fiscal Note on Senate Bill No.
192 (relating to the administration and responsibilities of The
University of Texas M. D. Anderson Cancer Center) this office has
determined the following:

Major provisions of the bill include:

Modification of the M. D. Anderson patient admission requirement
of physician referral that would allow patient self referral.

Authorization to M.D. Anderson to enter into a contract with a
county or hospital district to provide treatment to residents of
the county or district who are eligible for assistance under the
Indigent Health Care and Treatment Act.  The liability of the
county or hospital district to M. D. Anderson for such treatment
is limited to that specified by the Indigent Health Care and
Treatment Act unless otherwise agreed upon by the county or
district through a contract with M.D. Anderson.

Authorization to  M. D. Anderson to offer incentive retirement
plans to employees.  The incentives offered would be paid from
institutional funds.

M. D. Anderson would be exempted from General Service Commission
regulations regarding purchases of goods and services.  M. D.
Anderson would be authorized to purchase goods and services by
any method that provided the best value.    




                             
Contracts between M. D. Anderson and counties must take into 
account the actual costs related to treatment provided.   A
county's liability to M. D. Anderson may not exceed such costs. 
If no contractual arrangement is established for treatment of a
non-emergency patient, M. D. Anderson must receive county
permission to offer health care services.  If no such permission
is received, the county is not liable for the costs of health
care services provided.  

No fiscal implication to the State is anticipated.

The fiscal implication to units of local government cannot be
determined.
