In response to your request for a Fiscal Note on Senate Bill No.
200 (Relating to the alternative fuels program; the adoption of
certain regulations to encourage and require the use of
alternative fuels; the purchase, financing, lease, or conversion
of motor vehicles by school districts, local governments, private
fleet operators, and local (and certain mass) transit authorities
and districts to assure the use of alternative fuels.) this
office has determined the following:

The bill would add a definition for alternative fuels that would
replace and expand the current statutory references that limit
conversion options to "compressed natural gas or other
alternative fuel."

The bill would reduce the conversion schedule required of local
government and private entities to convert fleet vehicles to
operate on alternative fuels.

The bill would modify the definition of a fleet vehicle to
exclude a vehicle normally garaged at a personal  residence or a
vehicle with a GVWR of greater than 26,000 pounds.

As a result of these changes, there could be some savings to the
state and to local units of government.


The savings  to  the State or units of local government cannot be
determined.
