LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session February 7, 1995 TO: Honorable David Sibley, Chair IN RE: Senate Bill No. 215 Committee on Economic Development By: Truan Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 215 (Relating to the establishment of a self-employment assistance program.) this office has determined the following: The bill would allow the Texas Employment Commission (TEC) to offer a self-employment assistance program to individuals eligible for unemployment benefits. Federal legislation (Section 507 of the North American Free Trade Agreement) provides TEC with the option of offering a self-employment assistance program . Participants in the program would receive a self-employment assistance allowance and training designed to help them start their own businesses instead of the regular unemployment benefits. The amount of the allowance and the source of funding for the allowance is the same as the regular unemployment benefits. The Texas Employment Commission anticipates that entrepreneurial course costs could be funded from existing Job Training Partnership Act grants. Based on this assumption, no significant fiscal implication to the State is anticipated. No fiscal implication to units of local government is anticipated.
