TO: Honorable John Whitmire, Chair IN RE: Senate BillNo. 225,

FROM: John Keel, Director

In response to your request for a Fiscal Note on Senate Bill No.
225 (relating to requiring law enrecement officers to receive
training in documentation techniques for certain cases) this
office has determined the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would require the Texas Commission on Law Enforcement
Officer Standards and Education to establish new courses and
programs designed to provide training in documentation techniques
for certain offenses as required by Sections 415.032 and 415.034,
Government Code.

The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Fiscal Probable Cost Out Change in
Year of General Number of State
                     Revenue Fund 001 Employees from
                                            FY 1995

          1996 $15,085 .1

        1997 0

        1998 15,085 .1
        1999 0

        2000 15,085 .1

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.

Implementing the provisions of the bill could result in
additional costs to units of local government. However, these
amounts are not expected to be significant.
