FISCAL NOTE
74th Regular Session
February 27, 1995
TO: Honorable David Sibley, Chair IN RE: Senate Bill No. 305
Committee on Economic Development By:Brown, Wentworth
Senate
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on Senate Bill No.
305 (relating to the creation of an offense involving certain
sales of tickets to events; providing a penalty) this office has
determined the following:
The bill would prohibit persons from reselling or offering to
resell a ticket to an event for a price in excess of the price
authorized to be offered to the general public by the event
sponsor. The offense would be a Class B misdemeanor. Estimates
of the loss of sales tax revenue were based on the Comptroller of
Public Accounts' sales tax records for retail outlets in the
business of reselling tickets.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:
Fiscal Probable Probable Probable
Year Revenue Loss to Revenue Loss Revenue Loss
General Revenue to Cities to Metropolitan
Fund 001 Transit
Authorities
1996 $731,000 $122,000 $51,000
1997 787,000 131,000 55,000
Fiscal Probable
Year Revenue Loss
to Counties
1996 $15,000
1997 16,000
1998 787,000 131,000 55,000 16,000
1999 787,000 131,000 55,000 16,000
2000 787,000 131,000 55,000 16,000
Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
