In response to your request for a Fiscal Note on Senate Bill No.
461 (Relating to rule-making authority under the state's program
to assist historically underutilized businesses to transact
business with the state.) this office has determined the
following:

The bill would require the General Services Commission to adopt
rules to implement provisions of Article 601b, relating to
historically underutilized businesses.

The bill would require state agencies to adopt the General
Services Commission's rules and allow agencies to adopt
supplemental rules that are based on the historically
underutilized business disparity study and are consistent with
the Commission's rules.


No fiscal implication to units of local government is
anticipated.

No significant fiscal implication to the State is anticipated.
