LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 29, 1995 TO: Honorable Don Henderson, Chair IN RE: Senate Bill No. 514 Committee on Jurisprudence By: Harris, Chris Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 514 (relating to the availability of health insurance for certain children the subject of a child support order) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would amend Section 14.061 of the Family Code to provide that a court, in determining the manner in which health insurance for a child is to be provided, shall consider if health insurance is "accessible" to the child through an obligor's or obligee's employment or membership in a union, trade association, or other organization, or "accessible" to the child from another source. The bill encourages the Commissioner of Insurance to attempt to create a pool for health insurance from which a child may obtain health care coverage if a person does not comply with a court order under this section or the person chooses to purchase health insurance from the pool. The bill would require additional staffing as well as programming changes to the Child Support Division automated system. No significant fiscal implication to the State is anticipated.
