LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 5, 1995 TO: Honorable Ken Armbrister, Chair IN RE: Senate Bill No. 621 Committee on State Affairs By: Harris, Chris Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 621 (Relating to the requirement that licensing agencies share certain background information with regard to license applicants and license holders.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would require the Department of Licensing and Regulation to operate and maintain a clearinghouse for the gathering and dissemination of information on license holders and applicants for a license in the state. All licensing agencies would be required to send information to the department. Only those licensing agencies that receive information from the clearinghouse would be required to enter into an interagency contract with the Department of Licensing and Regulation to pay for the cost of operating the clearinghouse. Because the costs would be paid out of interagency contracts, there would be no net gain in revenue to the state.
