Montford, Chair IN RE: Senate Bill No. 641 Committee on Finance By: Montford Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 641 (Relating to administration and collection of certain insurance taxes.) this office has determined the following: The bill would make various changes regarding the administration and collection of certain insurance taxes and fees. The bill would alter the collection of certain taxes by basing them on premiums written and billed instead of premiums received. Taxes would be due even if policies were subsequently canceled. In addition, the bill would eliminate language regarding the payment of surplus line premium taxes and require only that surplus line insurers report gross premiums received to the Comptroller. No fiscal implication to units of local government is anticipated. The fiscal implication to the State cannot be determined.
