In response to your request for a Fiscal Note on Senate Bill No.
647 (relating to the involvement of the Texas Department of
Licensing and Regulation of the regulation of water well pump
installers) this office has determined the following:
The bill would amend Chapter 33 of the Water Code relating to
water well drillers and pump installers.
The bill would remove requirements that rules be approved by the
Department of Licensing and Regulation. The bill would also limit
the Texas Natural Resource Conservation Commission administrative
expenses to 20 percent of the Water Well Drillers Fund. The
limitation on administrative expenses from the Water Well
Drillers Fund will result in the transfer of expenses to the
General Revenue Fund in the amount of $50,984. This amount is the
difference between the current administrative expenses budgeted
for fiscal year 1995 from the Water Well Drillers Fund and the
amount defined under the bill.
The probable fiscal implication of implementing the provisions of
the bill during each of the first five years following passage
is estimated as follows:

Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.
No fiscal implication to units of local government is
anticipated.
