In response to your request for a Fiscal Note on Senate Bill No.
670 (Relating to expenses of state agencies and the compensation,
expenses, and conditions of employment of state officers and
employees.) this office has determined the following:

The bill would amend various statutory provisions relating to
payroll-related employee benefits, including: providing a uniform
definition of the holidays for which a state employee would
receive compensation; allowing for state employees to receive
their paychecks on a state holiday;  and allowing for the
transfer of compensatory time balances in certain cases where a
state employee moves to a different agency. 

The bill would also establish a uniform methodology for
calculating the state salary payable to retired and former judges
called to serve as visiting judges and for special judges
assigned to hear certain cases.  It is anticipated that such a
uniform application may result in a savings to the state, however
the amount of such potential savings cannot be determined.


No fiscal implication to units of local government is
anticipated.
