Montford, Chair IN RE: Senate BillNo. 670, Committee on Finance as amended Senate By: Armbrister Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 670 (; Relating to expenses of state agencies and the compensation, expenses, and conditions of employment of state officers, employees, and other workers.) this office has determined the following: The bill would amend various statutory provisions relating to payroll-related employee benefits, including: providing a uniform definition of the holidays for which a state employee would receive compensation; allowing for state employees to receive their paychecks on a state holiday; and allowing for the transfer of compensatory time balances in certain cases where a state employee moves to a different agency. The bill would also establish a uniform methodology for calculating the state salary payable to retired and former judges called to serve as visiting judges and for special judges assigned to hear certain cases. It is anticipated that such a uniform application may result in a savings to the state, however the amount of such potential savings cannot be determined.
