LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 22, 1995 TO: Honorable Bill Sims, Chair IN RE: Committee Substitute Committee on Natural Resources for Senate Senate Bill No. 750 Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 750 (relating to the creation of a license management program for certain commercial fishing) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would create a license management program for the bay and bait shrimp fishery. The program would create a license buy- back fund and certain license fees would be increased to provide revenue for the fund to purchase licenses from willing license holders. The bill would also provide for the transfer of licenses, and authorize the Parks and Wildlife Commission to set a license transfer fee. The revenue from the transfer fees cannot be estimated because Parks and Wildlife currently does not maintain records on the number of licenses sold from one party to another.
