LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 21, 1995 TO: Honorable Don Henderson, Chair IN RE: Senate Bill No. 753 Committee on Jurisprudence By: Shapiro Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 753 (relating to the creation of municipal courts of record in Irving.; Relating to the creation of municipal courts of record in Irving) this office has determined the following: The bill would grant the City of Irving authority to create municipal courts of record, appoint municipal judges, magistrates, court clerks and court reporters to staff these courts. The bill specifies the qualifications, duties and hiring and removal procedures of the court personnel and gives the City of Irving authority to set salaries for these positions. The City of Irving estimates that the first year cost would be approximately $163,142 for administration. However, revenue gains attached to the disposition of approximately 7,000 cases annually in the city's jurisdiction would raise an estimated $438,750. This would result in a net revenue gain to the city of $275,600 in the first year. The second year cost is estimated to be $129,472 for administration with revenue of $453,450, for a net gain of $323,978. Thereafter, the administrative costs are estimated to be $129,230, with the revenue remaining at $453,450 annually for a net gain of $324,220. No fiscal implication to the State is anticipated.
