In response to your request for a Fiscal Note on Senate Bill No.
776 (Relating to an emergency appropriation from the waste tire
recycling fund to the Texas Natural Resource Conservation
Commission for the fiscal year ending August 31, 1995.) this
office has determined the following:

The bill would appropriate $9,340,000 to the Natural Resources
Conservation Commission from the Waste Tire Recycling Fund for
fiscal year 1995.  The Waste Tire Recycling Fund is a dedicated
account in the General Revenue Fund.  

The bill would be contingent on the passage  of House Bill 2846
or Senate Bill 1440 during the regular session of the Seventy-
fourth Legislature.  Senate Bill 776 would take effect on the
date that House Bill 2846 or Senate Bill 1440 becomes law.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:
