In response to your request for a Fiscal Note on Senate Bill No.
814 (Relating to the requirement of commercial licenses to catch,
unload, and sell aquatic products.) this office has determined
the following:

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would establish a Commercial Shrimp Boat Captain's
License, which is estimated to generate $122,850 each year in
revenue for the Game, Fish and Water Safety Account 009.  The
bill would also exempt certain individuals from having to possess
a Commercial Finfish License, a General Commercial License, and a
Bait Dealer's License.  It is estimated that this will result in
a loss of $88,240 each year to the Game, Fish and Water Safety
Account.

The probable fiscal implication of implementing the provisions of
the bill during each of the first  five years following passage
is estimated as follows:

       Similar annual fiscal implications would continue as long as the
provisions of the bill are in effect.

No fiscal implication to units of local government is
anticipated.
