LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session March 8, 1995 TO: Honorable Ken Armbrister, Chair IN RE: Senate Bill No. 832 Committee on State Affairs By: Wentworth Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 832 (Providing for the issuance of specially designed Texas license plates for the United States Olympic Committee.) this office has determined the following: The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would provide for the issuance of special United States Olympic Committee license plates for passenger cars and light commercial vehicles with a manufacturer's rated capacity of one ton or less. The fee for the plates would be $50 for each year the vehicle is registered, in addition to the regular registration fee. The bill creates a special non lapsing fund titled the U.S. Olympics trust fund--Texas with $45 being deposited to the credit of the fund and $5 being deposited to the State Highway Fund to be used only to defray the cost of administration of the bill. Funds credited to the trust fund would be transferred to the U.S. Olympic Committee no more than one time per calendar year. The probable fiscal implication of implementing the provisions of the bill during each of the first five years following passage is estimated as follows: Fiscal Probable Cost Out Probable Revenue Probable Revenue Year of State Highway Gain to the State Gain to the U.S. Fund 006 Highway Fund 006 Olympics Trust Fund 1996 $51,853 $2,500 $22,500 1997 6,420 3,750 33,750 1998 8,195 5,000 45,000 1999 9,970 6,250 56,250 2000 11,745 7,500 67,500 Fiscal Change in Year Number of State Employees from FY 1995 1996 .1 1997 .1 1998 .1 1999 .1 2000 .1 Similar annual fiscal implications would continue as long as the provisions of the bill are in effect.
