LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 74th Regular Session April 10, 1995 TO: Honorable John Whitmire, Chair IN RE: Committee Substitute Committee on Criminal Justice for Senate Senate Bill No. 866 Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on Senate Bill No. 866 (Relating to the payment of restitution to victims of crime or reimbursement of the compensation to victims of crime fund and to the garnishment of wages for restitution and reimbursement; providing civil penalties.) this office has determined the following: The bill would provide for the court ordered payment of restitution to the Crime Victim's Compensation Fund. In addition to withholding disposable earnings, the bill would prohibit certain obligors ordered to pay restitution from bidding on or entering into public contracts, or receiving a state-funded grant or loan. Provisions of the bill could result in revenue gains to the Crime Victim's Compensation Fund, however, these gains cannot be determined.
